(1) Whether— (1) the change of use of Boole House, Beech Hill Office Campus, Clonskeagh, Dublin 4, from office use to use as temporary accommodation for displaced persons, and (ii) the carrying out of internal works including the removal of basement car parking spaces to accommodate communal facilities such as kitchens, laundry rooms, and gym, each constitute development within the meaning of Section 3 of the Planning and Development Act 2000 (as amended), and if so, (2) Whether the proposed change of use—providing for 225 no. bedspaces—would, by reason of the scale and intensity of occupation, the partial loss of basement car parking, the impact on existing foul, surface and water infrastructure, and potential traffic generation, constitute development that would come within the scope of restrictions on exempted development under Article 9(1) of the Planning and Development Regulations 2001-2024 (as amended)’
