Planning Permission for lands within and to the East of Dublin Airport, to include part of the airfield in the area of the South Apron, part of the Swords Road R132, and lands to the East of the Swords Road R132, in an area known as 'Eastlands', in the townlands of Corballis, Commons, Cloghran and Toberbunny. Permission is sought for a period of 10 years, for Phase 1 of a cargo relocation project, on a site of 15.11 hectares (ha). Phase 1 will include: 1. Relocation of 4 no. existing occupiers (from the South Apron) to 4 no. replacement facilities (Plot A): i. A postal storage and sorting building (with gross external floor area (GEFA) of circa 1,510 sqm) on behalf of An Post, with landside yard, vehicle loading docks, a bonded yard and solar photovoltaic panels at roof level. ii. Border Inspection Post (BIP) for processing goods from non-EU countries (with GEFA of c. 2,320 sqm) with landside yard, vehicle loading docks, a bonded yard and solar photovoltaic panels at roof level. iii. A Revenue office building (with GEFA of c. 2,035 sqm); 76 no staff parking spaces, 18 no. operational van spaces and solar photovoltaic panels at roof level, 12 no. customer parking spaces. iv. An Airport Mortuary for receiving, holding, transferring deceased persons (with GEFA of c. 200 sqm) with 6 no. mourner parking spaces and solar photovoltaic panels at roof level; v. Shared parking infrastructure: 26 no. staff spaces; 11 no. motorcycle parking spaces, a Cycle shelter (52 no. spaces), an access footpath and cycleway and a dedicated HGV staging area for the new Cargo units; 2. Provision of 3 no. serviced sites to include: 3 no. for future bellyhold cargo buildings (Plots B, C and D) and associated 3 no. 38 kV substations; all utilities, including water connections, communications, and power (Plots B, C, and D each measuring c. 159.5m x 120m), all internal roads, footpaths and cycleways; 3. A safeguarded area for daa screening and logistics facility (Plot E measuring c. 159.5m x 80m); 4. A new left in, left out priority junction on Eastern Side of R132; 2 no. traffic lanes and 1 no. combined footpath & cycleway on one side; 5. All associated infrastructure, including fencing, an airside access bridge spanning the R132 (with a c. 5.3 m high structural clearance, abutments and wing walls along with embankment structure on east side of the R132). This bridge will provide a fully-bonded access between the proposed facilities and the South Apron at Dublin Airport; 6. Construction compounds, temporary welfare facilities, drainage infrastructure, refuse storage, cycle parking shelter, tree and hedgerow removal, hard and soft landscaping and all other associated site work. Planning Permission is being sought for a ten-year period. An Environmental Impact Assessment Report (EIAR) has been prepared in respect of the Proposed Development and will be submitted to the planning authority with the Planning Application.
