The short version

  • Ireland has 31 local planning authorities across 26 counties; Dublin has four registers, while Cork and Galway each have city and county registers.
  • Start with the official national portal or the relevant council register. Use MyPlan when the map and surrounding development pattern matter.
  • Search by location and development language—not only by applicant name. Names and references are entered inconsistently across systems.
  • A grant is not a start signal. Conditions, procurement, finance and building-control steps can still sit between permission and construction.
  • For commercial research, the useful unit is not a single record: it is the record, its documents, professional team, decision history and any matched commencement notice.

01 · The landscape

One planning system. Thirty-one public registers.

Ireland’s planning rules are national, but day-to-day development management is local. A house extension in Renmore is recorded by Galway City Council; a rural dwelling outside Tuam sits with Galway County Council. Dublin is divided between Dublin City, Fingal, Dún Laoghaire–Rathdown and South Dublin. Cork has separate city and county authorities.

That structure is the first reason planning research feels harder than it should. The same searcher may encounter the Local Government Ireland Planning System, an ePlanning register, an authority’s own portal, a map service or a document archive. The Department of Housing maintains an official directory of public planning-application access, while MyPlan provides national spatial viewers.

These services are complementary. The official file remains authoritative. A map is best for spatial context. A normalized national dataset is best for comparing places, filtering by work type and following thousands of records consistently.

There is no universally best search screen. There is a best source for each job:

03 · Search method

A reference number is useful. A search strategy is better.

Planning references are the cleanest identifier inside one authority, but they are not nationally unique. The same short reference can exist in Galway, Limerick and Waterford. Always keep the authority attached to the reference.

    Choose the authority, county, townland or a distinctive address fragment.

    Search a concrete phrase such as ‘rear extension’, ‘solar PV’, ‘change of use’ or ‘housing units’.

    Use the newspaper notice, received date or a sensible filing window to remove historic noise.

    Confirm the description, site, applicant, agent, documents, submissions and current decision.

    Further information, revised plans, appeals and conditions can materially alter the opportunity.

Applicant-name searches are useful but fragile: initials, joint applicants, company suffixes and punctuation vary. Agent searches can be commercially valuable, yet “c/o”, practice names and personal names are also entered inconsistently. Treat search as evidence gathering, not exact database lookup.

04 · Read the file

The description is the beginning—not the whole project.

A planning description tells you the proposed development in statutory shorthand. It rarely tells you everything a homeowner, neighbour, contractor or supplier wants to know. The drawings reveal scale and layout. The site plan shows access and boundaries. The planner’s report explains assessment. Conditions can govern materials, drainage, phasing, operating hours or pre-commencement requirements.

In our 22 July snapshot, 41,007 of 46,095 records—89%—had an identified planning agent. A smaller 42.7% had an available email or phone after source extraction and conservative validation. That distinction matters: an identity can be public even when no usable business contact is published.

05 · Timing

Eight weeks is the baseline, not a promise.

For a standard valid application, the familiar local-authority sequence is straightforward: public notices come first; the application is lodged within two weeks of the newspaper notice; observations may generally be made during the first five weeks; and the authority normally issues its decision between weeks five and eight. Cork City Council publishes that sequence in its planning application guidance, as does Galway City in its process timeline.

Real files often take longer. An invalid application must be corrected and lodged again. A request for further information pauses the simple timeline. Revised notices can create another public-participation window. A first-party or third-party appeal moves the decision to An Coimisiún Pleanála. Even after a final grant, conditions may need agreement before work begins.

06 · Commercial research

Permission is a signal. Commencement is a stronger one.

Contractors often arrive too late because they search only for tenders or projects already visible on site. Planning data moves the research window earlier. A newly filed application can reveal the location, proposed work, scale and professional team months before procurement becomes obvious.

Earlier does not automatically mean better. A small domestic retention application is not equivalent to a granted apartment scheme. A commercially useful workflow ranks records by stage, scope, likely trade demand, value indicators, agent availability and evidence of movement.

08 · Verification

What public planning data can—and cannot—tell you.

Registers are administrative records, not sales databases. Authorities differ in portal software, historical depth, document availability and contact fields. Addresses may be townlands rather than postal addresses. A received date may differ from a validation date. A professional named on one application may not remain involved through delivery.

Our method is therefore conservative: retain the source URL; keep authority and reference together; avoid inferring a start from permission alone; expose contact details only when published or supported by high-confidence evidence; and describe construction values as indicative bands rather than contract awards. The fastest search is not the one that returns the most records. It is the one that lets you verify the right record with the least ambiguity.

Planning application search FAQs

Where can I search planning applications in Ireland?+

Use the official Local Government Ireland Planning System, the relevant local-authority register or MyPlan’s map. ConstructionLeads.ie provides a nationwide, source-linked commercial research layer across all 26 counties and 31 authorities.

Can I search without a planning reference number?+

Yes. Most registers allow searches by address, townland, applicant, development description or date. A narrow location plus a distinctive phrase from the proposed works is often more reliable than a person’s name.

How long does an Irish planning decision usually take?+

For a straightforward valid application, the normal local-authority decision window is eight weeks. Requests for further information, submissions, appeals or invalidation can materially extend the process.

Does a grant of planning permission mean construction is starting?+

No. A grant permits the development subject to conditions; it does not prove procurement, finance or a start date. A matched commencement notice is a materially stronger signal that works are moving towards site.

Are planning-agent details public?+

Planning registers often identify the architect, engineer or planning consultant acting as agent, but contact fields vary by authority and file. ConstructionLeads.ie shows business contact details only where they are published or confidently validated.
